
CHICAGO (WBBM NEWSRADIO) -- Visitation is this afternoon for Laurence Msall... the long-time president of the Civic Federation.
Communications Consultant Elizabeth Austin shared a story about how she and Msall encountered a homeless man in the Loop once who asked them for money.
She said that instead of just giving him the money, Msall bought him lunch and ate with him.
That was how he saw budgets - a chance to reflect what was important to a person... municipality or government, according to Austin.
"You can talk about your values. You can talk about your priorities," she said. "Where you put your money-it shows what you care about most."
Austin said when Msall brought her on to work at the Civic Federation it was with the directive that people needed to be talking about public pensions - a subject with enormous weight in determining how Chicago and the state could spend their money.
