The group behind a ballot measure to restrict the rights of transgender youth plans to sue California Attorney General Rob Bonta for titling the initiative “Restricts Rights of Transgender Youth.”

The proposal, submitted last year by Protect Kids California, would ban gender-affirming health care for minors, prohibit trans students at public and private schools and colleges from using bathrooms that align with their gender identity, and ban trans girls from playing on female sports teams.

It would also require all schools to adopt parental notification policies similar to the one passed in Chino Valley last year, which was partially halted by a judge in October amid a civil rights investigation by Bonta. Temecula’s parental notification policy is also being contested.

The text of the ballot measure, prepared by Bonta, says the changes would result in “potentially minor” savings in health care costs, but could also lead to unknown fiscal penalties if federally-funded schools and healthcare providers are found to be out of compliance with federal law.

Protect Kids California’s co-founder, Erin Friday, plans to announce a lawsuit against Bonta during a rally at the state Capitol in Sacramento Wednesday, claiming the title and summary he gave the measure are misleading. In a December statement, the group claimed their goal was to “protect children,” not restrict their rights.

The initiative will need to collect over 500,000 signatures by May 28 to be eligible for the November 2024 ballot.
