— Buffalo Bills PR (@BuffaloBillsPR) July 29, 2019Carter returns to the Bills after spending the last three weeks of last season on the team's practice squad. The Penn State product entered the NFL as an undrafted free agent with the Minnesota Vikings in 2016. He played three games with the Vikings in 2017, the spent last offseason with brief stints on both the New York Giants and Seattle Seahawks' rosters before being signed to the Bills' practice squad.
To make room for Carter on the active roster, the Bills released linebacker Juwan Foggie.
The Bills lost a pair of tight ends this past week as training camp opened at St. John Fisher College. Both Jason Croom and Dawson Knox suffered hamstring injuries during practice that have them sitting off the field and on the sidelines.
Buffalo has also been without tight end Tyler Kroft since the first day of OTAs this offseason after suffering a broken foot. However, there is some hope that he will be able to get some work in at training camp before they wrap at St. John Fisher.
The Bills return to practice on Tuesday with a 9:45 a.m. session that is closed to the public. The next open practice will take place on Wednesday at 9:45 a.m.
