The man who slapped or groped 4 women while he rode by on his bicycle was sentenced in Lackawanna County Court yesterday to home confinement with electronic monitoring. 21 year old Michael Frazier spoke to those in the courtroom yesterday saying he is not the same person he was two years ago when the incidents occured in Scranton and Taylor and he doesn't know why he did it. He pleaded guilty in December to four counts of simple assault.
