Cops stop rape in progress at construction site, arrest known sex offender: NYPD

NEW YORK (1010 WINS) — Police arrested a known sex offender on Wednesday after they said officers caught him raping a woman at a construction site in Manhattan.

Authorities said they received a 911 call around 1:30 a.m. about a man abusing a woman at a construction site in Chelsea on West 28th Street.

When officers arrived at the scene, they found a suspect sexually assaulting a 23-year-old woman.

Police pulled the attacker, identified as 61-year-old Darryl Phelps, off the victim and placed him under arrest, according to officials

According to a WCBS-TV report, Phelps allegedly punched the victim and was found with his hands around her throat.

The victim was transported to a nearby hospital for treatment, according to WCBS-TV.

Police told 1010 WINS that Phelps was recently released from prison for another rape that happened several years ago.

Phelps is now being charged with rape, criminal sex act, sex abuse and assault.
