The incident occurred around 6 a.m. on 45th Avenue and Robinson Street in Flushing.

The child's grandmother was taking out the trash outside her home when the suspect, 31-year-old Chris Elder, ran up to the woman, yelled at her and randomly shoved the cart in which the child was in, causing her to fall to the ground, ABC7 reported.

The girl's uncle told ABC7 that the suspect also kicked the child.

NYPD Chief of Detectives James Essig, at an unrelated press conference, said said Elder has eight prior arrests, most for assaults and criminal mischief.

"He has a history of unprovoked assaults on strangers, including a 9-year-old and punching a 66-year-old in the head — both on Dec. 11 of last year," Essig said. "[He] also has an open case for striking a male with a bottle in Astoria."

The girl sustained lacerations to her head and was treated at Flushing Hospital Medical Center.

Elder was reportedly apprehended at 45th Avenue and Kissena Boulevard.

He was taken to a hospital for evaluation and is charged with felony assault, reckless endangerment, acting in a manner injurious to a child, and harassment.
