Man partially severs woman's ear, slashes 3 others on SI: officials

NEW YORK (1010 WINS) — Officials arrested a man accused of slashing four people on Staten Island earlier this month, authorities said.

According to officials, at about 8 p.m. on Dec. 4, 33-year old Ivan Billy became offended by a comment that one of the victims made about a woman known to him.

The incident escalated when Billy stabbed a 34-year-old man in the stomach and partially severed the top of a 47-year-old woman’s ear, a criminal complaint alleges.

He then allegedly knifed a 31-year-old man in the left arm and sliced the left forearm of a 30-year-old man.

All four victims sustained lacerations, bleeding as well as substantial pain and were transported to Staten Island University Hospital.

Billy was arrested near his home on Kimberly Lane in Clifton.

He was charged with assault and criminal possession of a weapon and is being held at Rikers Island. Billy is due back in court on Dec. 30.

The victims are acquaintances of the suspect, according to police.

“My office is vigorously investigating all of the facts and circumstances of the alleged offense and will be prepared to provide any necessary defense,” Billy's attorney, Vitaliano Michael told Silive.com.
