Second suspect in custody for stealing DoorDash driver's van with kids inside

San Francisco Police have arrested a second man in connection with a stolen van earlier this month that had two young kids inside, an incident that led to a frantic regional search and ended with their safe return.

Police said 27-year-old German Morazan of San Francisco was arrested Wednesday afternoon in the city's Bayview District. He was later booked on counts of kidnapping, child endangerment, auto theft, robbery, aggravated assault, aggravated kidnapping and conspiracy.  

Another man, 25-year-old Erlin Romero, was arrested last week and booked on similar charges. At the time, police said a second suspect remained at-large.

The investigation remains ongoing.

Police said the kids, a four-year-old girl and two-year-old boy, and the abandoned van were located in the Bayview District, several hours after they were taken late in the evening on February 6. The victim, Jeffrey Fang, left his Honda Odyssey van parked with the engine running near Jackson St. and Laguna St. in the city's Pacific Heights neighborhood shortly before 9 p.m.

The suspects stole the van while he made a DoorDash food delivery.

The children were medically evaluated and reunited with their parents.

Police told KCBS Radio that Fang was making a delivery when a suspect and an accomplice attempted to take his phone. After struggling with them for two blocks and eventually getting his phone back, he attempted to run back to his van, only to find they had circled back and taken it.

That's when the vehicle was stolen with the children inside.

Several agencies, including motorcycle units, the department's Traffic Enforcement Unit and the Honda Dirt Bike Unit, assisted in the investigation.

A GoFundMe campaign started on behalf of the family has raised over $154,000.
