ST. LOUIS (KMOX) - A jail task force looking into February's riot at the downtown jail has come up with recommendations to improve conditions for inmates.

A member of the task force, Alderman Joe Vaccaro, says the plan includes fewer inmates per cell, more recreation time and free phone calls to family.

"Little things to make it better," Vaccaro said, "It's still jail, and it's still not a pleasant place to be, but at the same time--we still have to treat them like human beings."

Vaccaro says the locks the inmates were able to jimmie open to get out of their cells are being replaced, and more guards are being added.

The task force recommendations now move onto the mayor's office for more consideration.
