LA City Council targets illegal short-term rentals

LOS ANGELES (KNX) - Los Angeles City Councilmembers have introduced a motion to crack down on illegal short-term rental listings on platforms like Airbnb and Vrbo.

Under a 2018 city ordinance, short-term rental properties on home-sharing sites have to comply with a strict set of regulations and guidelines. According to a report from advocacy group Better Neighbors L.A., the number of non-compliant rental listings jumped 25% in 2022 — but the number of citations and fines fell significantly.

The report says there were more than 4,000 illegal listings on Airbnb alone last year, but officials say there were only 27 citations issued. In the five years since the Home-Sharing Ordinance went into effect, there have only been 10 fines issued with an accrual of more than $500, and none of them have been paid.

Better Neighbors L.A. says the conversion of apartment buildings into short-term rentals decreases the supply of affordable housing and hurts wages and job opportunities in the hotel sector.

The motion, introduced by Councilmembers Bob Blumenfield, Nithya Raman, Katy Young Yaroslavsky, and Tim McOsker, calls for the Planning Department to implement a new reporting systems that would make it easier for illegal properties to be removed.
