18-year-old wanted on murder charges for West Philly hit-and-run that killed elderly woman

PHILADELPHIA (KYW Newsradio) — Philadelphia police are looking for an 18-year-old driver accused of fatally striking an elderly woman while she was sitting in her car last week.

Authorities said 18-year-old Jovan Lowe stole a white Jeep Grand Cherokee on Dec. 27. The next day, around 12:30 p.m., he was driving it and hit about a half-dozen cars near 37th Street and Fairmount Avenue before striking a Mercury Mariner.

A 78-year-old woman, Julia Mae Abraham, was inside the Mercury Mariner. She was taken to the hospital, where she died an hour later.

Investigators said Lowe ran from the scene on foot, leaving the car behind.

Detectives identified Lowe through surveillance video. He was last known to live in the area of 33rd and York streets in Strawberry Mansion.

He is wanted on murder, homicide by vehicle, involuntary manslaughter, fleeing from police and related charges.

The Crash Investigation Division is asking Lowe to turn himself in. Anyone who may know where he is located is asked to call police at 215-685-3180.
