BCA shares new details in shooting of Ricky Cobb II on Monday including the trooper who fired the fatal shots

New information on the fatal shooting of a man by a Minnesota state trooper this week. Body cam video shows state troopers were knocked down and potentially dragged by the vehicle whose occupant has been identified as 33-year-old Ricky Cobb II. Cobb died after being shot multiple times by a trooper.

The Bureau of Criminal Apprehension, who is investigating the fatal shooting, says a gun was found in Cobb's car, though there was no indication on the available video that he was ever holding it during his interaction with law enforcement.

There is also no indication whether or not the troopers ever saw the gun, which was on the floor in the back behind the center console.

Cobb was wanted on a felony order for protection violation in Ramsey County.

The trooper who fired the shot that killed Cobb has been identified as Ryan Londegran, who the BCA says has about a year and a half of law enforcement experience. Trooper Brett Seide was on the driver's side and was trying to extract Cobb from the vehicle and appeared to be dragged when Cobb started to drive away. The third trooper on the scene is Garrett Erickson.

The other two troopers did not use force. All three troopers remain on standard administrative leave. Londegran and Seide were treated for minor injuries. Erickson was not hurt.

Once the investigation is complete, the BCA will present its findings to Hennepin County Attorney Mary Moriarity, who will decide on any possible charges.
