
The Minnesota Department of Public Safety's just released body cam and dashboard video of Monday morning's deadly shooting involving a Minnesota State Patrol trooper on Interstate 94 just north of Downtown Minneapolis.
That video shows state troopers knocked down and potentially being dragged by the vehicle whose occupant has been identified as 33-year-old Ricky Cobb II. Cobb died after being shot multiple times by a trooper.
State Patrol Colonel Matt Langer commented on the investigation.
"Many of the answers we simply don't have yet," said Langer at Monday's press conference where they showed body cam footage. "And, the Minnesota State Patrol is not the investigating agency. So things about the investigation, I'm not aware of."
That agency that is investigating is the Bureau of Criminal Apprehension who has said more details will be released by the end of the week.
Cobb was stopped by a trooper who spotted his car driving without taillights near Lowry Avenue. That Trooper learned driver was wanted in Ramsey County for felony protection order violation.
"It was not a warrant," explained Langer. "It was a pick up and hold for a felony order for protection violation that originated from the Ramsey County Sheriff's Office."
That means that during the traffic stop, it took troopers longer than normal to process Cobb's information and confirm the pickup with Ramsey County.

On the video, there are multiple troopers that approach Cobb. The trooper on the driver's side is asking Cobb to leave the vehicle, which it appears Cobb was unwilling to do. After the trooper opens the driver's door and attempts to reach in, Cobb tries to speed away briefly dragging the trooper.
Langer explained that the trooper on the passenger door side of Cobb's vehicle is the one who fired the shots.
Earlier on Monday, a group of protestors gathered outside the Governor's Mansion in St. Paul to demand the release of the body cam footage. The State Patrol and BCA had said they first needed to show it to family of Cobb which happened earlier on Monday.
