Troy police officers were called to the northbound I-75 ramp to Rochester Road shortly before 6:30 a.m. on Saturday, April 1 after getting reports of a possible medical situation.
When officers showed up they found the man slumped over the wheel of a Buick Regal about 200 feet from the intersection.
Officers knocked on the window to wake the driver. When he woke up, he proceeded to drive away.
Officers pursued the vehicle and he pulled over into a parking lot a little less than a mile away, Troy police officials said.
The man, whose name and age were not released, denied seeing officers on the exit ramp or being stopped with his eyes closed. The driver performed poorly on several sobriety evaluations.
He then registered a .12% on a preliminary breath test. He was eventually arrested and taken to the Troy Police Lock-up Facility, where he was read his chemical test rights and refused to take a breath test. The results of a blood draw are pending.
He was charged with fourth-degree fleeing and eluding and operating while intoxicated.
