"We do not consider it appropriate for tourists to leer at sex workers," city alderman Udo Kock said.
The intent is to protect sex workers, but the workers say they don't need that kind of protection.
At least one travel company applauded the move.
"We believe that travel should change the world for the better, while simultaneously providing a great experience for travelers while they learn about the local culture they're visiting," says Darshika Jones, regional director for Intrepid Travel. "The local people of any destination should never be treated as tourist attractions; instead, a travel experience should have you interacting with locals on the ground in a responsible manner."
The sex workers' union argues that guides educate visitors and encourage them to behave more respectfully toward the scantily clad women in the windows.
Tour companies will have until Jan 1, 2020 to comply with the new policy.
