Beto O’Rourke suggests tax hikes to fund $5 trillion climate plan

EL PORTAL, CA (1010 WINS) -- Democratic presidential candidate Beto O'Rourke has announced his first major policy initiative -- a sweeping 10-year, $5 trillion plan to combat climate change.

The former Texas congressman unveiled his proposal before visiting California's Yosemite National Park on Monday.

O'Rourke is hoping to jumpstart a campaign that began to much national fanfare, but appears to have lost steam as others enter the race.

His plan calls for improving aging infrastructure and guaranteeing net-zero carbon emissions from the United States bu 2020.

He says he'd pay for the plan by increasing taxes on corporations and top earners as well as cutting tax breaks for fossil fuel companies.
