NEW YORK (1010 WINS) -- Gov. Andrew Cuomo expressed his disappointment in utility companies' ability to respond to the widespread outages caused by Isaias during his briefing on Monday.

Cuomo called out Con Ed and PSEG's and threatened to revoke their franchises for their "lousy" execution.

"I want the utilities to know we do not abide by the concept that anything is too big too fail," he said. "If you’re not serving the people of the state, they give you a license to provide a service, if you don’t provide the service they will revoke the license, and the license is your franchise."

A heat advisory beginning at noon was issued for New York City on Monday that will last until Wednesday as approximately 170,000 resident have yet to have power restored after Isaias.
