NEW YORK (1010 WINS) – Congestion pricing has passed the New York state Senate and Assembly, and Gov. Cuomo is ready to sign the plan, which would bring new tolls to some Manhattan drivers to help pay for subway upgrades.

The plan is to implement the new toll in 2021, with fees of $11 to $12 for cars entering Manhattan below 60th Street. Trucks will have to pay about twice that amount, though details of the actual tolls are still being worked out.

Drivers weren't happy to hear about it Monday morning.

"For the job that we do, we're cleaning up the city, so I don't see why a garbage truck or garbage company should pay to come and clean the city," he said.

He balked at the idea of a $25 toll for trucks.

"They're gonna take your clothes off," he said. "Unbelievable."

Construction truck driver Tony shook his head when he heard the news.

"I don't pay, but I think it's not a good idea," he said.

"It's not good," he said. "It's too hard to live now."
