The 38-year-old New Haven man, Shawn Hill, was locked up in 2016 on federal gun charges. While serving his initial sentence in a Pennsylvania facility, correction officers found a 6-inch metal “ice pick” style weapon in Hill’s sock, according to court documents.

After finding the weapon, prison staff were attempting to put hand restraints an hour later to transport Hill to the prison’s Special Housing Unit. Hill slipped his arm out of the restraints as officers attempted to put them on and hit one of them in the head with the restraint which was still attached to one of his hands. The correctional officer was injured in the process, authorities said.

A few months later, Hill was indicted on one count of assaulting a federal correctional officer and one count of possessing contraband in prison.

After serving his initial 72-month sentence, Hill was released on bond in 2019 while his charges for the assault on the correctional officer were pending.

While out on bond, authorities who were investigating crimes committed by members, former members and associates of the “Island Brothers” street gang. During the course of the investigation, a wiretap confirmed that Hill was involved in trafficking and distributing heroin and crack cocaine.

Hill, along with 25 other suspects, were indicted on drug dealing charges as part of the investigation. He’s been in custody ever since.

In 2020, Hill pleaded guilty to one count of conspiracy to possess with intent to distribute crack cocaine and heroin, and one count of assault on a correctional officer. Hill also admitted that he violated the conditions of his supervised release.

Hill was given 57 months in prison for the narcotics and assault offenses, and a consecutive 21 months in prison for violating the conditions of his supervised release. Hill also must spend the first six months of his supervised release in a halfway house, and the next six months on curfew with electronic monitoring.
