The small dog was removed from the driver's side of the car in Seaside Heights, as captured on video by Jersey Shore Fire Response.
Seaside Heights Police Detective Steve Korman told NJ.com that the dog appeared to be in distress when cops arrived at 5 p.m. at the parked SUV on Sherman Avenue. He said the engine was off and the windows were closed.
The National Weather Service reported that the area's high temperature on Tuesday was 88 degrees.
Korman said the dog was brought to police headquarters and appeared to be in good health.
The 23-year-old later showed up at the borough police department and was issued the summons for pet abandonment, according to police.
It was not immediately clear what the woman's relationship was with the pooch. Her name has not been released.
