CORAM, N.Y. (1010 WINS/WCBS 880) – An alleged drugged driver fatally struck a paralyzed man who fell from his wheelchair on a Long Island roadway over the weekend—and the victim's family said motorists didn't stop to help him before he died at the scene.

The victim—Raymond Hubbard, 33—was in a wheelchair crossing Middle County Road, near Grant Avenue, in Coram at 10:15 p.m. Saturday when he fell out of the wheelchair onto the westbound lane, according to police.

As he was on the roadway, he was struck by Nicholas Doxtader, 25, who was driving a 2003 Chevy Suburban, police said.

Hubbard, of Coram, was pronounced dead at the scene by the medical examiner.

Officers determined Doxtader was impaired and arrested him, police said.

He was charged with driving with ability impaired by drugs. He was arraigned Sunday and released.

A memorial was set up on the side of Middle County Road by Hubbard's heartbroken sisters.

Tavina Hubbard told WCBS-TV it's been a rough period for the family—they lost their mother recently and now their brother tragically.

"He's been through a lot," she said. "He was already recently paralyzed from his waist down. My mom passed, and then now this."

"Nobody even stopped to put on their hazards and help him out the street," she said. "Because I heard that cars were like riding around him instead of getting out and helping him."

Hubbard said her brother was on his way to show her his new wheelchair at the time he was hit.

"If he wasn't impaired," Hubbard said of the driver, "he possibly could have seen him on the roadway and stopped and helped him instead of running him over."
