
NEW YORK (1010 WINS) — A New York City child protective specialist for the city’s Administration for Children’s Services was arraigned on Wednesday for exposing his genitals to a Queens mother he was investigating, according to the Department of Investigation.
The mother reported Harold Latour, 59, for wearing basketball shorts with no underwear and sitting in a position that revealed his crotch during two different visits to her Maspeth home in 2021.
The first visit took place on Oct. 6. The mother claimed he exposed himself while sitting on a couch across from her.
During the second visit on Nov. 17, Latour allegedly exposed himself while sitting in the kitchen.
The mother reported the incidents to ACS the next day.
“This City Child Protective Specialist used his access to vulnerable families as an opportunity to engage in illegal and sexually inappropriate conduct on more than one occasion,” said Department of Investigation Commissioner Jocelyn Strauber. “His predatory conduct compromised the difficult and complex work of ACS and his CPS colleagues, whose priority is protecting children and families.”
Latour was charged with official misconduct and harassment. He faces up to two years and fifteen days in prison if convicted on all counts.
ACS put Latour, who has been working for the agency since 2011, on modified duty away from families after receiving the complaint. Now that he’s been charged with a crime, he’s been suspended without pay.
“This defendant was entrusted with securing the safety of children and working with families. Sadly, he violated that trust and is accused of exposing himself not once, but twice during home visits,” said Queens District Attorney Melinda Katz, who is prosecuting the case. “The defendant now faces very serious charges.”
