2nd man charged in fatal shooting of 10-year-old Justin Wallace in Queens

NEW YORK (1010 WINS) — A second man was arrested on Friday in connection with the fatal shooting of a 10-year-old boy in Queens, police said.

Ashram Lochan, 26, was charged with criminal possession of a weapon, the NYPD said.

Police say Lochan was arguing with another man outside the Far Rockaway home where 10-year-old Justin Wallace was shot on June 5. Officers conducting a search warrant found two handguns, two flare guns and a revolver inside Locham’s home, the department said.

Lochan's arrest came three days after 29-year-old Jovan Young was arrested in connection with Wallace's death.

Young was charged with murder, attempted murder, assault and multiple counts of criminal possession of a weapon on Tuesday, according to police.

Sources told 1010 WINS that Young turned himself in to detectives at the 101st Precinct stationhouse.

The sources said the motive appears to be some sort of dispute between neighbors and the Wallace family.

Also under investigation is whether Young was directly involved in the dispute or ordered to carry out the shooting, the sources said.

Young has one prior arrest for driving without a license in 2019, according to sources.

Wallace was shot in the torso while standing on the doorstep of his aunt’s home around 9:30 p.m. when a suspect opened fire at close range from the porch of the home. He was rushed to a nearby hospital, where he was later pronounced dead.

Family members said he would have turned 11 years old on Tuesday.

The boy’s 29-year-old cousin was also shot in the shoulder.

In an interview Wednesday morning, NYPD Commissioner Dermot Shea told NY1, "We're just glad for the family that we can close that chapter of it."

"The sad thing is it's never going to bring that young boy back and that's the real tragedy here," Shea said.

Queens DA Melinda Katz told 1010 WINS on Wednesday that the city’s gun violence must be addressed.

“This cannot be the norm that we accept in our society today. And so we will hold whoever is accountable for this shooting—for the shootings throughout the borough—accountable. But I’ve got to tell you, we’ve got to start by keeping people out of our system and make sure the next generation doesn’t pick up the same guns that we’re prosecuting for right now.”
