Minerva Martinez, 36, was allegedly filmed on security footage walking up behind the girl, 16, as she dined outside at Watawa Sushi on Ditmars Boulevard in Astoria on Oct. 4.

Martinez then can allegedly be seen swinging her arm around the girl’s next and briefly placing her in a chokehold.

The victim sustained pain, redness, and swelling — but was not transported to a hospital, police said.

Martinez, who police believe is homeless, was arrested Saturday and charged with strangulation.
