Is Kellen Moore one of the top offensive play callers in the NFL?

Pro Football Focus recently named Cowboys offensive coordinator Kellen Moore the 2nd best offensive play caller in the whole NFL. But with no playoff success under his belt, can Moore really be placed among the likes of Andy Reid and Sean McVay.
