Carman and Lima: Is there "garbage time" in Major League Baseball?

The Indians lost yesterday to the White Sox 8-3 and it was even that close for most of the game as DH Hanley Ramirez added a 2-run HR in the bottom of the 9th.  While describing the game, Anthony said the homer came in "garbage time" which raised major point of contention with Ken and a great debate ensued.
