Body cam footage released in Colchester officer involved shooting

Colchester, Conn./WTIC Radio - The state Office of Inspector General has released a preliminary report on an officer involved shooting last week in Colchester.

It was April 18th, the report says, that 33-year-old Jared Billard had a pump action shotgun on him when he was shot after police responded to a disturbance at a Norwich Avenue home.

They say they received a call that Billard had been acting erratically that day and were directed to his basement apartment.

In the video, officers try talking to Billard, who can be heard yelling and screaming.

Officers say they heard Billard rack the slide of the weapon before he emerged from behind a door and pointed it at an officer, at which point the officer fired once.

Billard died at Backus Hospital.

The investigation is ongoing.
