Heritage Foundation’s Jim Carafano said he is not surprised riots and looting is still happening in big cities.
“This is formulaic now,” he said on people normalizing this behavior in their city.
There is a distinction between the permissive environment and the target of opportunity, Carafano said.
“This is going to continue as long as we allow the organizations that sponsor and ferment this,” he said.
