A Cole County judge ruled the voter-approved initiative to expand Medicaid was unconstitutional because it did not include a way to pay for 275,000 new enrollees.
Judge Jon Beetman wrote the Missouri constitution clearly states that an initiative petition can only spend or appropriate revenue specifically raised by the initiative.
