Russia announced that they would send an uncomfortable signal to the United States before the Putin-Biden summit.
Senior research fellow for defense programs at Heritage Dakota Wood said Russia is very hungry and yearns for a greater Russia on the political stage.
"You've got to give some credibility to this," he said. Wood said you have to look out at the bigger world and understand their agendas are to be the superpower. Historically, have aim at the United States to harm it.
