Biden held a conference with Vladimir Putin, and Russian troops are gathering at the border of Ukraine. When asked what this all means, Jim Carafano said it means both a lot and not much. Carafano pointed out the importance of appearing strong as a leader. However, Biden's actions do not project strength.
"Japan was sanctioned before Pearl Harbor."
