Senate lawmakers say legislative proposals for reforming South Carolina's prisons are urgent and require more work and public input.Members of the Senate Corrections and Penology Committee met Thursday to discuss prison reform bills. They said they need more time before presenting the measures to the full Senate. One bill would make it a misdemeanor to bring or use a cellphone or other unapproved communication device on prison grounds.Another would allow early release for ``no parole offense'' eligible inmates who complete 65 percent of their sentences.Committee Chairman Sen. Shane Martin of Spartanburg said the bills would probably be his committee's most important legislation this year and there's too much at stake to move quickly.
