SLED releases details on traffic stop turned fatal crash

Bond denied; drug, weapons, murder charges brought against suspects

SLED has released details concerning the traffic stop turned fatal crash on Interstate 85 earlier this week that killed a Greenville County Sheriff's Office deputy, while one of the suspects in the case today faced a judge.

At his bond hearing this morning, Ray Kelly, 37, of Medford, NY, was denied bond and after repeatedly interrupting the judge also garnered an additional 30 days for contempt of court.

Kelly's extensive charges include speeding, driving too close to the vehicle in front of him, no driver's license, false information to police, drug trafficking, murder, possession of a weapon during a violent crime, two counts of resisting arrest with assault/injury, assault and battery high and aggravated, and resisting arrest with a deadly weapon.

​​The other suspect, 24-year-old Tornell Laureano of Bayshore, NY, faced a judge earlier this week and was also denied bond; she is charged with drug trafficking and possession of a gun/knife during the commission of a violent crime.

The incident unfolded on Tuesday afternoon around 3 p.m. when Greenville County Sheriff's deputies pulled over a Nissan Altima with Indiana tags on I-85 N near mile marker 43.

According to a SLED affidavit, Kelly was actively fighting and resisting arrest when GCSO Sgt. Conley Jumper responded to the scene to help his colleagues.

Kelly was able fight his way back into his car while Deputy Jumper attempted to keep him from escaping.

The affidavit states Kelly then "intentionally drove the Nissan into heavy, oncoming highway traffic."

Another affidavit noted Deputy Jumper was unable to disengage from Kelly and the Nissan; he was dragged into oncoming traffic and struck by an 18-wheeler.

He was briefly pinned between the Nissan and the 18-wheeler.

SLED's affidavit regarding the murder charge against Kelly states, "Ray Kelly did with malice aforethought, kill Sgt. Conley Jumper during the commission of, or in the flight therefrom, a felony and/or Ray Kelly did kill Sgt. Conley Jumper with extreme reckless indifference to the value of human life."

Two other deputies were also injured in the incident, as well as Kelly and Laureano; all four are expected to make a full recovery.

As the deputies and suspects were taken to Prisma Health to be treated for their injuries, SLED agents processed the scene and seized four plastic bags with a white crystallized substance that field tested positive for crack cocaine; the gross weight of the bags was 81 grams.

The affidavit said the bags were hidden inside "a black laundry bag with both men and women's clothing items."

​The Thirteenth Circuit Solicitor's Office will be prosecuting the case against Kelly and Laureano.

A public funeral service for Sgt. Jumper will be held on Friday October 23 at 9 a.m. at the Bon Secours Wellness Arena.​
