Detectives with the Anderson County Sheriff's Office say 49-year-old James Louie Conard failed to provide eight dogs with proper food, water and veterinary care.

A search of Conard's Cox Street home resulted in all the dogs being seized, including four puppies. Officials say the dogs were dehydrated, infested with fleas and parasites, and had overgrown toenails.
At least one was severely malnourished and underweight.
Conard surrendered custody of the dogs to Anderson County PAWS. He was arrested Thursday on eight counts of ill treatment of animals and later released on bond.
