A Georgia man has been arrested on a sex charge stemming from an incident in the Upstate earlier this year.. On Wednesday, the Oconee County Sheriff’s Office arrested 49 year old, Timothy Edwin Carnes of Hartwell on a charge of 3rd degree criminal sexual conduct. Investigators say Carnes inappropriately touched a teenager at an Oconee County campsite back in June of this year.
