Do you think the Heartbeat Bill is fair abortion legislation?

When appearing on the Tara Show Monday morning, South Carolina AG Alan Wilson said he believed the ruling to make the Heart Bill state law would come very soon. He was right, less than 12 hours later Wilson announced that the Heartbeat Bill had taken hold. Wilson says a U.S. District Court in South Carolina ruled to stay an injunction blocking the implementation of the law. South Carolina's new law blocks abortions after a fetal heartbeat is detected. The law also requires that the mother be given a chance to view the ultrasound, hear the baby's heartbeat and be given an update on the child's development. Wilson did note exceptions to the law that allow abortions in cases of rape and incest prior to the 20 week mark. Another provision in the law allow for abortions at any time if it is needed to save the mother's life. Do you think the Heartbeat Bill is fair legislation for abortion standards?
