Is the Georgia Grand Jury investigation of the 2020 election a "witch hunt"?

Senator Lindsey Graham has been subpoenaed by a Grand Jury in Fulton County, Georgia. That Grand Jury is investigating the 2020 Presidential Election. Graham is one of several close to former President Donald Trump being asked to appear. The group also includes Trump's personal lawyer Rudy Giuliani. Graham has been asked to appear due to phone calls he made to Georgia's Secretary Of State. In those phone calls, Graham reportedly asked, if the Georgia Secretary Of State's office had the authority to reject certain absentee ballots? He also is said to have asked about possible political bias from poll workers concerning Georgia's signature matching laws?
