Hate Crime Law: A specific statute that criminalizes acts motivated by the victim's identity with a particular group or groups. (according to justice.gov)
South Carolina, Arkansas, Wyoming are the only states without a hate crimes bill. The proposal would allow harsher penalties for killings, assaults, stalking, vandalism and other crimes motivated by someone's race, sexual orientation, religious beliefs or disability.
