The State Newspaper reports that the incident involved members of the South Carolina Youth Challenge Program. Which is a program for 16-18 year olds that is geared toward high school drop outs and at- risk youth. The Richland County Sheriff's Office described the incident as a riot. A spokesman for the National Guard did not provide specific details at their press conference.

There's been no word on exactly what led to the incident. Youth Challenge Program Director Latoya Reed said " We are only in our second week and this is a typical reaction of teenagers who will do and say anything to get back home. We expect this kind of behavior, so it’s not new to us, but it can be alarming to you as a parent and to the community. I assure you that the kids are safe and we are dealing with the same behaviors any other school or other program has to manage when it comes to teenagers"
