Should biological male athletes be able to compete against women?

Legislation and regulation regarding biological male athletes competing as women, has been a major point of discussion lately. Much of the discussion centers around Lia Thomas, now being an NCAA Women's Champion. This comes after Thomas couldn't crack the top 500 competing as a man. Almost a decade ago, Robert Ludgwig another biological man competed as Gabby Ludwig in Women's Basketball. Ludwig was middle age after serving in the Navy. Ludwig had no career to speak of past high school as a man. He then went to Mission College in California (Juco) and played for the Women's Team. Ludwig was named 1st Team All Conference after having a tremendous size advantage at 6 ft 6 and about 240 pounds. Brings up the question, should biological men be able to compete against women?
