
There has been an issue of delays with organizations receiving state grant funding. In many cases, State Senators from the district where the receiving organization is located, hand deliver the funding checks. The Post And Courier reports that State Senator Karl Allen of Greenville is one of the Senators who has been in the middle of this issue, having significant delays in delivering the checks. The Post And Courier says their research shows that Allen has had these types of delays over the last 5 years, often taking months to hand deliver the grant checks. Their report says that nearly a dozen checks for a combined total of over $600,000 have been delivered at least a month late by Allen. The State can send the funding directly to the receiving organizations, but many legislators routinely ask to had deliver the checks. Many times the delivery of the checks are accompanied by a press conference or photo opportunities. So it seems like the delays are happening due to an opportunity for positive publicity for the elected official. Many of the organizations could often use the grant funding in a more timely manner.
