A First Sergeant from the Uniform Patrol Division responded to the Salem Post Office this past Saturday morning, October 17th, to speak with a victim in the incident and begin an investigation.  The victim told the deputy that Duncan wanted a key to the Stamp Creek Road residence and the victim and another individual drove to the location early that morning to give Duncan the key.  After giving Duncan the key and getting back into the vehicle, Duncan produced a firearm. As the vehicle began to leave the scene with the two occupants inside, Duncan discharged the firearm at the vehicle.

The Crime Scene Unit was dispatched and the process to collect evidence began.  Based upon evidence that was gathered during the investigation, the First Sergeant obtained the arrest warrants against Duncan.

According to the arrest warrants obtained, Duncan is accused of pointing a firearm at both individuals and discharging the firearm at the vehicle, with both occupants inside and with intent to kill.  One of the occupants is a household member and with whom Duncan has a child in common, according to arrest warrants.
