Jonathan Amerson, 56, turned himself in on Sunday, according to police.
He was was booked on two counts of robbery and two counts of elder abuse.
The 68-year-old victim was collecting aluminum cans when he was allegedly attacked by Amerson and another man, which was caught on video and posted online on February 24.
The footage shows a suspect armed with some sort of pole chase the elderly man away from plastic bags filled with recyclables. A voice is heard saying "I hate Asians" while the attack unfolds.
Police said they charged Amerson with two counts of each crime, because he allegedly "robbed the same victim of his recycling materials in the same area" two months ago.
