A fire has broken out at an East Bay fuel storage plant following a powerful explosion.

Dark smoke was seen rising from the burning storage tanks at the NuStar plant in Crockett on Tuesday. The fire spread to a patch of nearby brush as well.

Contra Costa County authorities issued an order to shelter in place for people in Crockett, Rodeo and Hercules.

Interstate 80 was closed in both directions between Highway 4 and Interstate 780 because of the fire. The California Highway Patrol said the section will be shut until midnight.
