Mooney served for 29 years in the U.S. Marine Corps, retiring as a Major in 2010. He spent 21 years in the Contra Costa County Sheriff's Office, and another eight in the Moraga Police Department.

Mooney was the small department's sole detective.

"He was a fierce advocate of victims, known as somebody who would go the extra mile and did all he could for crime victims and other people who needed help in our community," King continued.

A father and a grandfather, Mooney established the department's annual "Toys for Tots" drive and also served as its training officer.
