The act has been condemned by school officials as a "symbol of hate and violence," said FUSD Superintendent CJ Cammack in the statement.
The rope was found at American High School, placed in a tree on the campus.
"Our district celebrates our diversity and deeply values the caring, compassionate culture in our schools," said Cammack. "Actions that demonstrate disregard for our values and for the individuals in our school community will not be tolerated."
The school district is cooperating with the Fremont Police Department in the investigation.
In the meantime, the school will host additional supervisors and counselors on campus at American High School to provide support for students and staff.
