Over the first three months of the year, San Jose alone has seen more than 20 road deaths, putting this year on track to be the deadliest on record for the city.
Jesse Mintz-Roth is the Program Manager for San Jose Vision Zero traffic safety and said that poor driver behavior is contributing to the problem.
"Distracted driving is seen as one of the biggest safety concerns in San Jose followed by red-light running and speeding," Mintz-Roth told KCBS Radio.
As part of the response, the city is drawing up plans to launch a public awareness campaign later this year to encourage safer driving.
"Trying to do all we can to get out the message to San Jose drivers to be yeah know as safe as they can on the road," he said.
The Valley Transportation Authority is also launching a separate effort, by asking the public to help identify traffic trouble spots throughout Santa Clara County to help better target road safety improvements.
"Anywhere where there are increased traffic deaths and injuries there's going to be urgency to try to get the funding to fix those problems," Stacey Hendler Ross VTA spokesperson said.
