Citing a complete lack of basic services in New Orleans and the surrounding areas, Louisiana Governor John Bel Edwards implored residents who left town ahead of the storm to stay away during a news conference Tuesday.

“Many of the life-supporting infrastructure elements are not present,” Edwards said. “They’re not operating right now. So if you have already evacuated, do not return here or elsewhere in southeast Louisiana until the Office of Emergency Preparedness tells you it is ready to receive you.”

Edwards highlighted the lack of medical care and basic services available for those who return too early.

“The schools are not open. The businesses are not open. The hospitals are slammed. There’s not water in your home, and there’s not going to be electricity. So let’s get you where you can be safe and somewhat comfortable. And if you need a hospital, let’s get you to a hospital. Please don’t come home before they tell you that it’s time.”

Edwards’s statements echo those of New Orleans Mayor LaToya Cantrell and Jefferson Parish President Cynthia Lee Sheng. About 98% of Jefferson Parish and all of Orleans Parish remains without power and water.
