The dog, now nicknamed Toodles, was revived with Narcan.
The PSPCA said the good Samaritans found the dog in Kensington next to a man who was also unconscious.
Witnesses told authorities the man who owned the dog would “share his drugs” with the dog.
Toodles remains in the care of the PSPCA. The organization said he has made a miraculous recovery and is doing well.
Police and the PSPCA Animal Law Enforcement team are continuing to investigate.
