SF Sheriff's Department spent millions on overtime while jails hit a 'breaking point'

A new report by the San Francisco Chronicle showed the San Francisco Sheriff's Department has spent millions on overtime for deputies to work events such as parades and festivals, while a city report showed the county jails are at a breaking point.
